City
of Ottumwa Programs
In
1996 OPI and the City of Ottumwa developed through
a community effort what is known as the Downtown
Development Guide. This "blueprint" for community
growth outlined a need to provide financial incentives
to improve store fronts and to rehabilitate existing
buildings in the Central Business District.
The
city responded by developing two programs to address
these needs. The Central Business District
including Church Street on the south side of the
river and area on the north side of the river bounded
by Wapello Street to Jefferson/College Street and
from Fourth street to the river.
These
two programs have been well used and have made
a significant difference in helping to restore
and improve a number of buildings.
Several
area banks have actively participated in the program
since its inceptions. Those banks are: Central
Valley Bank, Firstar Bank, Hedrick Savings Bank,
South Ottumwa Savings Bank, and Wells Fargo (Norwest
Bank).
